What do NGO workers in Kenya earn in 2026? There is no single NGO pay scale. The one hard national number, from the Kenya National Bureau of Statistics (KNBS) Economic Survey 2026, puts the average monthly wage of employees at foreign multilateral and non-governmental agencies at Sh372,399 in 2025, up 5.5 percent from Sh353,048 in 2024. That figure is dominated by UN agencies and large international organisations, so a local NGO officer should expect to earn far less. Self-reported salary sites show wide spreads and very small samples.

Why is the official NGO wage figure so high?
The KNBS category groups foreign multilateral agencies with foreign non-governmental ones. Think UN offices in Gigiri, regional hubs of international NGOs and embassies’ development arms. Business Daily reported these employees as the highest-paid private-sector workers in 2025. Those roles often come with international-scale pay bands, which pull the average up.
A community-based organisation in Kisumu or Turkana is not in that statistic. Treat Sh372,399 as a ceiling for the best-funded employers, not a benchmark for a typical Kenyan NGO.
What do self-reported salary sites say?
Payscale’s Kenyan figures for non-profit roles are real but thin. The program officer page rests on 12 profiles and the program director page on 16. Early-career program officers (1 to 4 years) average roughly Sh519,000 in total yearly compensation on the site, and experienced program directors (10 to 19 years) roughly Sh3.6 million. A handful of senior salaries at international organisations can move those averages a long way.
Use them as a rough cross-check, not a negotiating anchor. Real job adverts and your own network usually tell you more.
How much of an NGO salary do you actually take home?
Gross pay is not the cheque you receive. Statutory deductions apply to NGO staff as to any employee in Kenya. Figures reported by a payroll vendor for 2026 are:
- SHIF: 2.75 percent of gross salary, with no upper limit.
- Affordable Housing Levy: 1.5 percent from the employee, matched by 1.5 percent from the employer.
- NSSF: contributions on earnings between a lower limit of Sh9,000 and an upper limit of Sh108,000, reaching Sh12,960 a month in total (split equally between employer and employee) for higher earners.
- PAYE: income tax on top, calculated on KRA’s current bands.
Confirm every rate on the official NSSF, SHA and KRA pages before you finalise a budget or an offer, since a vendor blog is not the law. Our guide to KRA tax exemption for NGOs covers the organisation-level tax side.
What should you check in an NGO job offer?
- Grade or band. Ask which grade the role sits in and whether the salary is fixed or tied to project funding.
- Contract length. Many NGO contracts follow a grant cycle of 12 to 36 months. Ask what happens if the donor ends funding early. Donor losses are a live risk, as covered in Kenya’s NGOs after USAID.
- Benefits. Medical cover, group life, leave days, allowances and pension can add real value on a modest base pay.
- Salary basis. Check whether the figure quoted is gross or net, monthly or yearly.

What does this mean for small NGOs setting salaries?
Pay is only part of the deal for small organisations. Budget for statutory costs, including the employer share of the housing levy and NSSF, and write them into every grant budget from the start. Underpricing staff costs in a proposal causes problems later. Our grant proposal guide shows how to cost staff properly.
FAQ
What is the average NGO salary in Kenya?
No official figure covers all NGOs. KNBS reports an average of Sh372,399 a month for employees of foreign multilateral and non-governmental agencies in 2025, but local NGOs generally pay less.
Do NGOs pay more than the private sector in Kenya?
The large international agencies do. Business Daily reported their staff as the highest-paid private-sector workers in 2025. Smaller local NGOs vary a lot and often pay below that.
Are NGO salaries taxed in Kenya?
Yes. Employees pay PAYE, SHIF, the housing levy and NSSF like other workers.
Where can I find reliable NGO salary data?
Start with the KNBS Economic Survey for official averages, then compare real job adverts and salary surveys. Treat self-reported sites as a cross-check.
Why do NGO salaries differ so much between organisations?
Donor budgets, organisation size, whether the employer is international or local, and the job grade all affect pay.
